I prefer to say I love you. But I know girls usually want to know the reason, so I try to explain the reasons, such as their appearance, kindness, personality,and so on.
In Japan, the moon is beautiful means that I like you, will you go out with me?. It comes from a famous novel. I asked my Japanese friends whether people actually use this sentence when saying their feelings, but they say no.
