There are various ways to cool down this paranoia, but I believe it should not come from penalties. First, people will find a way to avoid being caught by law enforcement. Imposing penalties can instil fear, but people will find a way to get the products they need because the fear of running out is greater than the fear of paying fines. Considering COVID-19, people would prioritise their health over paying a small amount of money. Then the level of penalties is also an issue. Excessive fines could not differentiate panic buying from other grave crimes. Minimum fines could lead people to ignore the regulation. It is natural for people to stock goods, and it will eventually cool down naturally without government intervention.
