During a national-level crisis, people tend to panic-buy necessities. This is because of the fear that the product will no longer be available when needed. For example, during COVID-19, South Koreans hoarded masks, and, interestingly, Americans hoarded toilet paper. There are various ways to cool down this paranoia, but I believe it should not come from penalties. First, people will find a way to avoid being caught by law enforcement. Imposing penalties can instil fear, but people will find a way to get the products they need because the fear of running out is greater than the fear of paying fines. Considering COVID-19, people would prioritise their health over paying a small amount of money. Then the level of penalties is also an issue. Excessive fines could not differentiate panic buying from other grave crimes. Minimum fines could lead people to ignore the regulation. It is natural for people to stock goods, and it will eventually cool down naturally without government intervention.
